Political Life prior to Congress
Elected to the House of Representatives of the State of La. from 14th ward of the parish of Orleans in 1900; was reelected in 1904 and in 1908; was elected speaker of the House of Representatives of the State of Louisiana fro the session of 1908, and served in that capacity through the regular sessions of 1910 and extra sessions; was delegates to the Denver convention.

Political Life in Congress: Elected to the 61st Congress on November 8, 1910, to fill the unexpired term occasioned by the death of the Hon. Samuel L. Gilmore, and at the same election was elected to the 62nd Congress. He was reelected to the 63rd and 64th Congresses, and to the 65th Congress without opposition
